Acts as Chief Financial Officer to manage the organizational finances ensuring adequate controls are in place to comply with applicable legislation and mitigate risks. Provide a financial support mechanism for ASPIRE ensuring controls and risk mitigation interventions are put in place and adhered to. Put in place effective financial management system to enable the Agency to achieve clean financial audit. Financial accounting for the agency in line with MFMA and applicable legislation. Policy formulation and review.
Strategic Leadership of Finance Portfolio:
â€¢ Providing strategic support to the Chief Executive Officer (CEO) for the day to day financial management of ASPIRE
â€¢ Fulfilling the role of Chief Financial Officer (CFO) as prescribed by the MFMA
â€¢ Advising the CEO on matters of financial and economic strategies, policy formulation; development and implementation of appropriate financial policies, procedures and rules applicable to the agency
â€¢ Preparing budgets in terms of legislated time frames;
â€¢ Budgetary control and monitoring of spending patterns and generation of income in terms of the agencyâ€™s approved budget plan
â€¢ Reporting on expenditure against approved budget
Supply Chain Management
â€¢ Implement Supply Chain Management processes
â€¢ Develop and review supply chain policy to reflect legislative change as required.
â€¢ Responsible for all procurement processes and record keeping to audit standard and in line with MFMA / PPFA requirements.
â€¢ Monitoring and controlling of proper accounting systems; preparation of annual financial statements; cash and investment management;
â€¢ Monthly and Quarterly reporting to various stakeholders
â€¢ Monitoring and maintenance of asset register and the Agencyâ€™s internal control systems
â€¢ Direct the management of line staff through the performance management system.
â€¢ Apply disciplinary procedures and processes as necessary.
â€¢ An appropriate degree/higher diploma in accounting, financial management or a similar qualification (minimum NQF level 6)
â€¢ Certificate in Municipal Financial Management, SAQA ID 48965 would be an advantage
â€¢ Minimum of 5 years experience at senior management level in finance management.
â€¢ Ability to meet the requirements of the regulations under MFMA No 56 of 2003 that prescribe the minimum competency standards of Chief Financial Officers for municipal entities with a budget below R500 million, in particular, those relating to Financial and Supply Chain Management
â€¢ Knowledge and experience of the principles of good corporate governance and compliance in a local government environment, as well as policy formulation and implementation; risk management; implementation of systems and controls
â€¢ Practical understanding of the constitutional, legislative and policy frameworks governing the local sphere of government and in particular the responsibilities of a senior manager in terms of the Municipal Systems Act, 32 of 2000 and the MFMA.
â€¢ Advanced spreadsheet and financial modelling skills, comprehensive knowledge of MFMA / MSA.
