Aspire, registered as the Amathole Economic Development Agency, is a Pty Ltd company and is wholly owned by the Amathole District Municipality. Our vision is to be a pioneer in the stimulation of spatial economic development.

Tenders are hereby invited for the procurement of professional services for the design and implementation of the Hamburg Town Centre Upgrade. The project consists of the following elements:

• Environmental & Skills centre
• Renovation of Crèche
• Craft studios & Gallery
• Music Academy
• Market Square
• Park
• CBD Main Street Upgrade
• Borehole, toolshed & toilet for Community Garden

Tenderers are required to form a consortium consisting of an Architectural team, Civil/Structural Engineering team and Quantity Surveyor team with the architect acting as the lead member.

It should be noted that the Lead Member of the Consortium must be present at the tender briefing session in order to make their bid responsive.

Tender documents will be issued from the offices of ASPIRE, at 6 Princes Road, Vincent, East London as from Friday the 30th September 2011, upon payment of a non-refundable deposit of R300.00 in favour of ASPIRE. A compulsory tender briefing session will be held on Tuesday the 11th October 2011 at 10h00 in the Aspire offices, 6 Princes Road, Vincent, East London. No late-comers will be allowed entry and the doors will be closed at 10:00 a.m.

In addition to the above, the following minimum criteria must be satisfied:
• Architect, Engineer and Quantity Surveyor to be professionally registered.
• Project team to be locally situated for duration of the project
• Tenders that do not meet a minimum of 70% for each category for the functionality assessment will not be considered further.

Failure to meet these minimum criteria will result in the tender being considered non-responsive and therefore not considered for award of the contract.

Completed tender documents must be delivered at the Aspire reception situated at 6 Princes Road, Vincent, East London not later than Friday the 28th October 2011 at 11h00

Tenderers Should Note The Following Tender Conditions:
Tenders that do not meet a functionality assessment of 70% will not be considered further or advance to the financial assessment. The Aspire supply chain management policy will apply. Aspire does not bind itself to accept the lowest tender or any other tender and reserves the right to accept the whole or part of the tender. Tenders which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
