The Amathole Economic Development Agency Pty Ltd, trading as Aspire, entered its fifth year of operation on the 1 September 2010. The agency was established by the Council of Amathole District Municipality (ADM) with a mandate to stimulate economic development activity in the region. Aspire is an outcomes based organisation with a strategic mandate within the Amathole District. This mandate is implemented by a small staff component totalling 15 personnel of which only 12 are part of the payroll system.
Aspire invites proposals from suitable individuals and/or organizations to outsource its Human Resources function on a month to month basis. The contract will be for an initial period of 6 months, followed by a second period of 6 months, with a possibility of extension. Tenderers should note that Aspire retains the right to cancel the contract at its sole discretion for whatever reason after the initial period. Such cancellation will be at our sole discretion and no communication will be entered into between Aspire and the service provider as to the reasons for cancellation.
SCOPE OF WORK
The Scope of Work will consist of the following key deliverables as a minimum:
• A designated HR expert to manage, direct and support all HR services for Aspire. This person will be required to spend at least one day a month at Aspire in order to outline and deliver the required services. This time commitment may vary as the contract evolves.
• Compliance and liability management
~ Compliance with regulations and submission of statutory reports eg. skills development
~ Hiring, disciplining and terminating employees, reference checking
~ Administration of appropriate HR programmes and assistance
• Employment administration
~ Personnel administration
~ Appropriate policies and procedures
~ Job descriptions
~ Employment contracts
~ Salary and job reviews as required (per TASK system)
~ Performance management
~ Leave management
~ Compilation of training plan
~ Administration and management of staff training & service providers
~ Registration with the relevant SETA & administration of SETA claims
• Benefits management services
~ Administration and management of company medical aid and Provident Fund
~ Implementing benefit packages
~ Assisting employees with benefit queries and claims
• Payroll management services (this function may be subcontracted & Aspire retains the right not to allocate this service in the final contract at its sole discretion)
~ Inputting of payroll data
~ Processing direct deposits, bonuses etc
~Distribution of pay slips
~ Monthly reports to the Chief Financial Officer (CFO)
~ Preparation of reports for the Board of Directors, Chief Executive Officer & CFO of Aspire as and when required

Should Note The Following Tender Conditions:
Tenders that do not meet a functionality assessment of 70% will not be considered further or advance to the financial assessment. The Aspire supply chain management policy will apply.
Aspire does not bind itself to accept the lowest tender or any other tender and reserves the right to accept the whole or part of the tender.
Tenders which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
