Aspire, registered as the Amathole Economic Development Agency, is a Pty Ltd company and is wholly owned by the Amathole District Municipality. Our vision is to be a pioneer in the stimulation of spatial economic development.

Tenders are hereby invited for the construction of the Bulk Earthworks only for the new proposed Mlungisi Community Commercial Park in STUTTERHEIM in the municipal area of Amahlathi. The works comprise of construction of the earth platforms for the proposed 12000 m2 commercial centre in Mlungisi.

Tenderers should have a CIDB contractor grading designation of 3CE or higher.

Tender documents and drawings will be issued from the offices of ASPIRE, at 10 Bell Rd, Vincent, East London as from Wednesday 10 November 2010, upon payment of a non-refundable deposit of R300.00 in favour of ASPIRE.

A compulsory tender clarification meeting will be held on 17 November 2010. Prospective tenderers should assemble at 11h00 outside the Amahlathi Municipal offices in Stutterheim, corner of Maclean and Hill Street.

This Tender will be evaluated in terms of Method 4 of SANS 294. The Financial Offer will be scored in terms of Formula 2 of Table 4. Once tenderers have proved responsive according to the quality criteria their financial offers will be adjudicated. Financial offers of tenderers who do not satisfy the quality criteria minimum will be disqualified.

No Joint Ventures will be considered for award of the contract.

The following minimum quality criteria must be satisfied:
• Company has successfully completed at least 3 bulk earthworks type contracts worth R1million or more in the last 5 yrs
• Key Personnel has at least 3 years bulk earthworks experience
• Owns at least 50% of plant required for project

Failure to meet these minimum criteria will result in the tender being considered non-responsive and therefore not considered for award of the contract.

The Financial Offer will be adjudicated according to the Aspire Supply Chain Management Policy using the 90/10 point system.
