BUTTERWORTH CBD UPGRADE

Tenders are hereby invited for the BUTTERWORTH CBD UPGRADE. The works would include the upgrading of selected existing pedestrian sidewalks and related infrastructure, the conversion of a portion of Blythe Street to a Market Street, upgrading and extension of existing public toilets in Blythe Street as well as the supply, installation and commissioning of decorative street lighting and luminaries in the Butterworth CBD. The minimum specifications are detailed in the Tender document.

Tenderers should have a CIDB contractor grading designation of 7 CE or higher. Tenderers must be registered with the CIDB in a 7CE or 6CEPE class of construction works.

One copy of the tender document and drawings may be obtained from the offices of Aspire, 10 Bell Street, Vincent, East London, 5200 from Friday 7 May 2010 at 11:00am. A non-refundable fee of R300 (Three Hundred Rand) for each document (either in cash or by means of a bank guaranteed cheque) made payable to the Amathole Economic Development Agency.

A Compulsory Briefing will be held at the Butterworth Municipality Council Chambers on Thursday 20 May 2010 at 11h00, after which a site inspection will be undertaken. It should be noted that no late arrivals will be permitted to enter the briefing session and only those attending will be able to tender.

Tenders will be evaluated in terms of Method 4 of SANS 294 and the financial offer will be scored in terms of Formula 2 of Table 4. The tenders will be submitted in two envelopes - Envelope 1 will contain the Functionality criteria and Preference Points and Envelope 2 will contain the financial offers. Once tenderers have proved responsive in respect of their Functionality, their Financial Offers in Envelope 2 will be opened and adjudicated. Financial Offers of tenderers who do not satisfy the minimum Functionality Criteria will be returned un-opened.

Tenderers Should Note The Following Tender Conditions:
* Locality points are split with 2 points being location in the Mnqums local municipal area and 2 points location in Amathole District. * An approved formal surety will be required. * A current tax clearance certificate of South African Revenue Services is to be submitted prior to appointment. * The Aspire Supply Chain Management Policy will apply. * Aspire does not bind itself to accept the lowest tender or any tender and reserves the right to accept the whole or part of the tender. * Failure to meet the minimum targeted procurement goals will result in a tender being considered non-responsive and therefore not considered for the award of the contract. * Failure to complete all tender forms, data sheets and submit all supplementary information will lead to the tender being considered non-responsive. * All tenders are valid for 90 days after the tender closing date. * Tenders which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted. * All contractors must be registered with the Construction Industry Development Board (CIDB). * Only Tenderers who employ staff which satisfy Expanded Public Works Programme (EPWP) requirements are eligible to submit tenders. * Joint Ventures will be accepted.
