PROCUREMENT OF A LABOUR RELATIONS CONSULTANT

ASPIRE, registered as the Amathole Economic Development Agency, is a state owned company established in September 2005. It is wholly owned by the Amathole District Municipality, and subject to the Municipal Finance Management Act (MFMA) of 56, 2003.

ASPIRE’S mission is to promote and implement sustainable spatial economic development in the Amathole District.

The objective of this project is to procure a professional service provider who will provide labour relations consulting services to the requirements of ASPIRE.

ASPIRE has approved a new organogram in support of a new strategy that has been approved by the Board. As such, ASPIRE requires the services of a labour relations consultant to take the process forward. ASPIRE has a current staff complement of 14.

The minimum specifications are detailed in the RFQ document. RFQ documents will be available from Thursday, 22 March 2018 and can be requested via email from anda@aspire.org.za.

A compulsory briefing session will be held on Thursday 29 March 2018, at 09h00. Enquiries should be addressed to Mrs S Weppelman on 043 721 2070.

Completed RFQ documents are to be placed in a sealed envelope endorsed " PROCUREMENT OF A LABOUR RELATIONS CONSULTANT: RFQ ASPIRE 004-2018” in the bid box at ASPIRE Reception, 6 Princes Road, Vincent, 5247 not later than 16h00 on 3 April 2018 at which time the bids will be opened in public.

Bidders to note that a Pre-Qualification Evaluation will be undertaken. A minimum score of 70% in total in the technical evaluation criteria must be scored in order to proceed to the Financial Evaluation. The pre-qualification evaluation criteria and points are as follows:
Experience - 50 points
Expertise - 50 points

SUPPLIERS/SERVICE PROVIDERS SHALL TAKE NOTE OF THE FOLLOWING BID CONDITIONS:

[a] The ASPIRE Supply Chain Management Policy will apply;
[b] The ASPIRE does not bind itself to accept the lowest quotation or any other quotation and reserves the right to accept the whole or part of the quotation;
[c] RFQs which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted.
[d] Price(s) quoted must be valid for at least thirty (30) days from date of your offer.
[e] Price(s) quoted must be firm and must be inclusive of VAT.
[f] A firm delivery period must be indicated.
[g] For all transactions your tax reference number at SARS must be furnished.
[h] This quotation will be evaluated in terms of the 80/20 preference point system as prescribed in the Preferential Procurement Policy Framework Act (No 5 of 2000) and for this purpose the enclosed form MBD6.1 must be scrutinized, completed and submitted together with your quotation

The professional service provider must be available to commence immediately upon appointment, which is estimated to be approximately 6 April 2018.
