Consulting Services for the Design and Implementation of identified projects in the Cathcart Regeneration Programme
It is responsible for the following:
i. Promote and implement economic development within the District, in case of economic production and commercial activities as envisaged in the Amathole Regional Economic Development Strategy and the IDP;
ii. Leverage private and public donor funding for economic development of the District;
iii. Utilize funding received from the Municipality prudently, to ensure the sustainability of the Aspire and the sustainability of the local economic development programs implemented
ASPIRE is partnering with the Amahlathi Local Municipality and the local community to regenerate Cathcart. The Cathcart Regeneration Strategy (2011) identified a list of potential projects and initiatives. The project aims to upgrade and/or develop the main pedestrian infrastructure in Cathcart.
The purpose of this tender is to invite bids from professional service providers who would assist ASPIRE in implementing the project through the provision of the following services:
(a) Architecture/Urban design
(b) Structural and civil engineering
(c) Landscaping & beautification
(d) Quantity surveying
(e) Environmental advisory
(f) Social facilitation
A compulsory briefing session will take place on Thursday 26th March 2015 starting at 10:00 am at ASPIRE offices, 6 Princes Road, Vincent. Registration will be done between 09:30 - 10:00.
No late-comers will be allowed entry to the briefing.
ASPIRE’s evaluation and selection process is based on ASPIRE’s procurement policy. Submissions will be evaluated on experience and expertise, before proceeding to price and BBEE status level points. However, it must be noted that functionality will only be used as a pre-qualification basis and the score allocated will not be carried forward to the final score.
Bidders must note that an overall minimum of 70% must be scored for functionality (Experience and Expertise) to be classified as responsive, and to proceed to the price and BBBEE status level points assessment. Bidders that score less than 70% overall will be seen as non-responsive and will not be considered further.

The ASPIRE Supply Chain Management Policy will apply to adjudication of the bid using the 80/20 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model.
NB: Non submission of BB-BEE certificate will not render bid non responsive however will be interpreted to mean that preference points for BB-BEE are not claimed.
Failure to meet these minimum criteria will result in the bid being considered non-responsive and therefore not considered for award of the contract.
Completed bid documents must be placed in a sealed envelope clearly marked “Provision of Consulting Services for the Design and Implementation of identified projects in the Cathcart Regeneration Programme ASPIRE 002-2015” and be deposited in the tender box at the ASPIRE reception situated at 6 Princes Road, Vincent, East London not later than 10 April 2015 at 11:00.
Bids which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
