Tender Reference:ASPIRE 005-2013


Aspire, registered as the Amathole Economic Development Agency, is a SOC established in September 2005 and is wholly owned by the Amathole District Municipality, and subject to the Municipal Finance Management Act (MFMA).

Tenders are hereby invited from suitably qualified building contractors for the CBD Upgrade component of Aspire’s Alice Regeneration Programme. The purpose of this project is to provide a purpose - designed Park and surrounding CBD that will cater for the recreational needs of both the people of Alice and surrounds, as well as tourists.

The work embodied in this contract includes the following scope of works:

- Construction of new hawkers stalls and new paved pathways;
- Construction of brick benches, seating areas, an amphitheater and water feature;
- Children’s play park and basketball court;
- Upgrading of pavements and reconstruction of existing roads, etc.

It is to be noted that construction will generally be of concrete and brick under steel roof construction. External works will comprise concrete brick paving, in-situ concrete paving, premix overlaid roads, retaining walls, sewer, storm-water, water reticulation and landscaping. There will also be a small building renovation component. The total area of development is approximately 15,338m².

Tenderers should have a CIDB contractor grading designation of 7GB / 6GBPE or higher and must be currently registered with the CIDB.

The tender documents and drawings may be obtained from Miss Flicker Tiso (, Supply Chain Unit, Aspire, 6 Princes Road, Vincent, East London, 5200, upon payment of a non-refundable fee of R300 per document, from Monday 1 July 2013.

All enquiries are to be addressed in writing to the project manager, Mr. Sarel vd Walt ( Telephonic enquiries will not be entertained.

A compulsory briefing will be held at the Nkonkobe Economic Development Agency, 282 High Street Alice, on Wednesday 10 July 2013 at 10:00am, after which a compulsory site inspection will be undertaken. It should be noted that no late arrivals will be permitted to enter the briefing session and only those attending both the briefing and site inspection will be able to tender.

The Aspire Supply Chain Management Policy will apply to adjudication of the tender using the 90/10 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model. The points will be allocated as follows:

Price 90 points
BB-BEE Contribution Level 10 points

The two – envelope system will apply. Envelope 1 – Functionality will contain submissions for assessment of functionality (as contained in Volume 1). Once tenderers have been deemed responsive in respect of functionality, their Envelope 2 – Financial Offer (as contained in Volume 2) will be opened in public and adjudicated. • The Aspire Supply Chain Management Policy will apply.
• An approved formal surety will be required at time of appointment
• The latest three years audited company financial statements to be submitted
• A valid B-BBEE certificate to be submitted as part of the tender submission
• A current, original SARS issued Tax Clearance Certificate to be submitted
• A letter of good standing for rates and taxes / municipal services issued by the relevant municipality must be included, with liability not exceeding 30 days; alternatively the latest statement of account for rates and taxes / services should be included
• The two - envelope system will apply. Inclusion of any portion of the Financial Offer in Envelope 1 - Functionality will result in disqualification of the tender. Functionality will be passed by tenders who obtain a minimum of 60% overall, and only these will proceed to price offer evaluation per Envelope 2. Financial offer envelopes of tenderers who do not satisfy the minimum functionality criteria will be returned unopened
• Aspire does not bind itself to accept the lowest tender or any tender and reserves the right to accept the whole or part of the tender
• Failure to meet the minimum targeted procurement goals will result in a tender being considered non-responsive and therefore not considered for the award of the contract
• Failure to complete all tender forms, data sheets and submit all supplementary information will lead to the tender being considered non-responsive
• Joint Ventures will be accepted
• Aspire retains a right to approve or reject any subcontractor appointed by the main civil contactor
• All contractors must be registered with the Construction Industry Development Board (CIDB) and have a grading equal to or higher than the required grading.
• All tenders are valid for 90 days after the tender closing date
• Tenders which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted
