ALICE REGENERATION PROGRAMME – PUBLIC TRANSPORT HUB UPGRADE

ALICE REGENERATION PROGRAMME – PUBLIC TRANSPORT HUB UPGRADE

Tenders are hereby invited by Aspire from suitably qualified and experienced building contractors to undertake the construction of the Alice Public Transport Hub Upgrade.

The purpose of this tender is to procure a contractor that would be capable of carrying out the following work:

Construction of the following:

Upgraded Taxi Rank
Upgraded Pedestrian Walkways (Pavements)
Upgrade Ablution Facilities
Upgraded Roads (Concrete and Asphalt)
Construct Hawker Stalls
Construct Street Lighting
Upgrade Taxi Association Offices

Ancillary works

Landscaping of entire area
Provision of refuse facilities
Creation of Heritage Theme
Provision of metered electricity points

Tender documents will be available for collection from MONDAY 10 December 2012 at the offices of ASPIRE, 6 Princes Road, Vincent, East London, 5247 upon payment of a non refundable cash deposit of R300.00. A compulsory briefing with representatives of Aspire will take place on THURSDAY 10 JANUARY 2013 at the Alice Town Hall starting at 11h00 and will be followed by a compulsory site inspection. Participants arriving late will not be permitted to attend the meeting or allowed to tender.

The Aspire Supply Chain Management Policy will apply to adjudication of the tender using the 90/10 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model. The points will be allocated according to the following:

Price: 90 points
BB-BEE Contribution Level: 10 points

Tenders must be submitted in two envelopes - Envelope 1 will contain submissions for assessment of functionality (as contained in Volume 1). Once tenderers have been deemed responsive in respect of functionality, their financial offers in Envelope 2 (as contained in Volume 2) will be opened in public and adjudicated. Financial offer envelopes of tenderers who do not satisfy the minimum functionality criteria will be returned unopened.

Both envelopes are to be deposited in the Tender Box in the foyer of ASPIRE, 6 Princes Road, Vincent, East London, 5247 on or before 11h00 on MONDAY 28 JANUARY 2013. Late or incomplete tenders will not be considered.

Tenders shall take note of the following tender conditions:
• Tenders that do not meet a minimum of 70% for the functionality assessment will not be considered further
• All tenders must be submitted with a current BB-BEE certificate, issued by a certified verification agency, as failure to do so will result in nil points being scored for BB-BEE contribution level. If applicable, exempt micro-enterprises to provide letters from registered accountants / auditors confirming their status levels, else nil points will be awarded for BB-BEE.
• All tables in the bid document to be completed in full, as failure to do so will be reflected in the allocation of points during tender evaluation
• Tenders may only be submitted on the tender documentation that is issued. (Telegraphic, telephonic, telex, facsimile and e-mail will not be accepted).
• Incomplete tenders will not be considered.
• Tenderers are required to submit a valid SARS Tax Clearance Certificate prior to the contract being awarded.
• Inclusion of any portion of the Financial Offer in ENVELOPE 1 - FUNCTIONALITY will result in disqualification of the tender.
• The tender offer validity period is ninety (90) calendar days
• Only tenderers with a CIDB grading of 7GB or 6GBPE and higher will be considered for this project.
• An approved surety will be required.
• Aspire is not bound to accept the lowest or any tender, nor furnish any reason for the acceptance or rejection of a tender.
• Aspire reserves the right to approve or reject any subcontractor appointed by the main contractor.

• The latest three years or since the company has been established audited company financial statements to be submitted
• A declaration certifying that the bidder has no undisputed commitments for municipal services toward a municipality in respect of which is payment which is overdue for more than 90 days
