PR, COMMUNICATIONS AND MARKETING SERVICES

Aspire, registered as the Amathole Economic Development Agency, is a state – owned (SOC) company wholly owned by the Amathole District Municipality. Our vision is to be a pioneer in the stimulation of spatial economic development.

Aspire manages a variety of developmental programmes, projects and partnerships within Amathole, and tenders are hereby invited for the procurement of a preferred service provider to provide Public Relations, Communications and Marketing advice and services over a period of 24 months (2 years). Services will be provided as and when required, in consultation with Aspire, and will fall within the following activity categories:
• concept development,
• project and task management,
• operational activities to facilitate communication,
• videography and photography.

Tender documents and detailed terms of reference can be requested from Ms Flicker Tiso (Tel: 043 – 721 2070, Email: flicker@aspire.org.za), Aspire Supply Chain, 6 Princes Road, Vincent, East London at a cost of R100.00 per document. Aspire will not be having a tender briefing for this tender.

The Aspire Supply Chain Management Policy will apply to adjudication of the tender using the 90/10 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model. The points will be allocated according to the following:

Price 90 points
BB-BEE Contribution Level 10 points

In addition to the above, the following minimum criteria must be satisfied:

•All response tables must be completed in full for evaluation purposes
•Requested samples of previous work to please be submitted as separate annexures to the bid document
•Tenders that do not meet a sub-minimum of 70% for each category for the functionality assessment will not be considered further
•All tenders must be submitted with a current BB-BEE certificate or exemption letter, issued by a certified verification agency, or else nil points will be awarded for BB-BEE

Failure to meet these minimum criteria will result in the tender being considered non-responsive and will therefore not be considered for award of the contract.

Completed tender documents must be hand - delivered at the Aspire tender box situated at 6 Princes Road, Vincent, East London not later than Friday, the 27th July 2012, on or before 11:00am.

Tenders which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
