APPOINTMENT OF AGRI / FORESTRY SERVICE PROVIDER TO MANAGE
THE PILOT AND INSTITUTIONALIZATION OF THE ERADICATION AND REUSE OF BLACK WATTLE IN THE CATHCART AREA
Aspire, registered as the Amathole Economic Development Agency, is a state – owned company (SOC) and is wholly owned by the Amathole District Municipality. Our vision is to be a pioneer in the stimulation of spatial economic development.
Tenders are hereby invited for the procurement of suitably qualified professionals to undertake a four-phased project for the development of a proposed black wattle (acacia mearnsii) eradication pilot project in the Cathcart area, within Amahlathi Local Municipality. The full scope of the proposed intervention will proceed to institutionalisation of the project and the reuse of eradicated black wattle should the pilot prove feasible. The deliverables of this project are:
Phase 1: Pilot project planning and preparation
Phase 2: Pilot project management and implementation
Phase 3: Pilot project institutionalisation, incorporating the set-up of a business entity for the removal of black wattle, development of a funding proposal and sourcing of funding from public / private investors
Phase 4: On-going business management support to the established black wattle eradication entity and project hand over
Tender documents and detailed terms of reference can be bought at a price of R 100.00 per document from Ms Flicker Tiso, Supply Chain, as from Monday, the 2nd April 2012. The Aspire Supply Chain Management Policy will apply to adjudication of the tender using the 90/10 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model. The points will be allocated according to the following:
Price 90 points
BB-BEE Contribution Level 10 points
In addition to the above, the following minimum criteria must be satisfied:
• Tenders that do not meet a minimum of 70% for each category (experience and expertise, methodology) for the functionality assessment will not be considered further
• All tenders must be submitted with a current BEE certificate, issued by a certified verification agency, as failure to do so will result in nil points being scored for BB-BEE contribution level. If applicable, exempt micro-enterprises to provide letters from registered accountants / auditors confirming their status levels, else nil points will be awarded for BB-BEE.
• Requested samples of previous work to please be submitted as separate annexures to the bid document
• All tables in the bid document to be completed in full, as failure to do so will be reflected in the allocation of points during tender evaluation
Failure to meet these minimum criteria will result in the tender being considered non-responsive and therefore not considered for award of the contract.
Completed tender documents must be delivered at the Aspire reception situated at 6 Princes Road, Vincent, East London not later than Monday, the 16th April 2012, on or before 11:00am.
Tenders which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
