DEVELOPMENT OF PILOT BAMBOO PLANTATION IN BUTTERWORTH
Aspire, registered as the Amathole Economic Development Agency, is a state – owned company (SOC) and is wholly owned by the Amathole District Municipality. Our vision is to be a pioneer in the stimulation of spatial economic development.
Tenders are hereby invited for the procurement of suitably qualified professionals to undertake a three-phased project for the development of a proposed pilot bamboo plantation in the Butterworth area, within Mnquma Local Municipality. The full scope of the proposed intervention covers:
Phase 1: Conducting of a technical and economic feasibility assessment and funding proposal for a 500ha pilot bamboo plantation
Phase 2: Facilitation of the development of a pilot bamboo plantation, and sourcing of public / private investment to secure long-term sustainability and full expansion of the pilot project
Phase 3: On-going business management and development support
Tender documents and detailed terms of reference can be bought at a price of R 100.00 per document from Ms Flicker Tiso, Supply Chain, as from Monday, the 2nd April 2012. Tenderers to please note that there is no compulsory briefing session for this tender, and all queries and requests for information are to be addressed in writing to the project manager, Mr Samuel Chagi (Tel: 043-721 2070, Email: firstname.lastname@example.org).
The Aspire Supply Chain Management Policy will apply to adjudication of the tender using the 90/10 point system, as well as the Broad – Based Black Economic Empowerment (BB-BEE) model. The points will be allocated according to the following:
Price 90 points
BB-BEE Contribution Level 10 points
In addition to the above, the following minimum criteria must be satisfied:
• Tenders that do not meet a minimum of 70% overall for the functionality assessment (experience and expertise, methodology) will not be considered further
• All tenders must be submitted with a current BEE certificate, issued by a certified verification agency, as failure to do so will result in nil points being scored for BB-BEE contribution level. If applicable, exempt micro-enterprises to provide letters from registered accountants / auditors confirming their status levels, else nil points will be awarded for BB-BEE.
• Requested samples of previous work to please be submitted as separate annexures to the bid document
• All tables in the bid document to be completed in full, as failure to do so will be reflected in the allocation of points during tender evaluation
Failure to meet these minimum criteria will result in the tender being considered non-responsive and therefore not considered for award of the contract.
Completed tender documents must be delivered at the Aspire reception situated at 6 Princes Road, Vincent, East London not later than Monday, the 16th April 2012, on or before 11:00am.
Tenders which are late, incomplete, unsigned or submitted by fax or electronically, will not be accepted.
