Development of a Funding Proposal for the Alice Sports Precinct
Aspire, registered as the Amathole Economic Development Agency, is a SOC limited company established in September 2005 and is wholly owned by the Amathole District Municipality, and subject to the Municipal Finance Management Act (MFMA). Aspire’s vision is to be a pioneer in the stimulation of spatial economic development. We are positioned as a “trusted advisor, stimulator and partner in the regional economic environment” and our mission is to stimulate locality development, with the objective of regenerating small town economies. We believe that the regeneration of decaying small towns will enhance their ability to contribute to the economy of the Amathole Region, and will improve the quality of life of its residents.
Aspire hereby invites proposals from suitable individuals and/or organizations to assist in the development of a funding proposal that outlines the concept for the Alice Sports Precinct in support of the Alice Regeneration Programme. The funding proposal should be flexible so as to allow Aspire to approach a range of potential funders and investors.
Aspire’s evaluation and selection process is based on Aspire’s procurement policy. Tenders will be evaluated for functionality on the basis of experience, expertise and methodology as follows:
Experience & Expertise : 70 points

Total: 100 points
Tenders that do not meet a functionality (quality) assessment of 70% will not be considered further or advance to the financial assessment.
